The communists, which we are in the CPS and also many that are not organized, are not, certainly I it am not, a species of dedicated Machiavellian plumbers, to control, or to try to control, the movements in which we take part, much especially IU and CC.OO. I am not going to deny, because it would be stupid, that in some moment of the history, the Party has tried to control all that in what was putting the eye, or, to be more exact, the action of his militants. We all remember the times in which most of the pictures of CC.OO. were of the CPS, the leaders were of the AA.VV. they were of the CPS, and even, it even does not very much, the general coordinator of IU, Gerardo Iglesias and Julio Anguita, he was in turn the General Secretary of the CPS. In defense of the Party it is necessary to say that frequently it was not a question of an action strategically premeditated, simply it happened that the most active elements were: that coincidence! members of the CPS. In any case, to day of today this is not the situation. It is necessary to start by remembering that for time, even the government he should admit that we were in crisis, the CPS was already warning that the productive model based on the brick and the speculation was not solving the structural problems for the creation of stable employment and of quality and that it was taking us to a deep economic crisis.
Also we have analyzed in depth the causes of the current crisis therefore today it is necessary only to contribute some elements more before throwing a proposal of unit of the social and political left to raise a social and anticapitalist exit to the crisis, what we are going to call an ANTICAPITALIST SOCIAL ALTERNATIVE TO THE CRISIS
The economic crisis began to feel in Spain at the end of 2006, moment in which there began the fall of real estate sales and the slowing down of prices. Spent more than three years the recession has taken ahead 300.000 companies and 2 million jobs and it seems that the worst thing is still still to come, since the adjustment of the real economy will have been completed when Spain stops destroying employment.

Secondly, the real estate crisis can end up by generating a financial crisis of big dimensions due to his strong dependency on the town-planning speculation (50 % of the credits in banks and 70 % in boxes). The thousands of million euros that the Government has given to the Banking have served to cover his problems, to support the managerial benefit and thus the financial capital is mending his profit valuation, because the reality is that the Banking, even in crisis times, keeps on presenting millionaire benefits (in euros) and that the Savings banks keep on trying to work like Banks, while those who do not receive helps to solve his problems are the simple citizens dependent on a loan or on a mortgage who cannot pay.
Saying this, the question is: What to do? Because the reality is that until now we have not been capable of generating the necessary social tension to mobilize the workers and workpeople in the defense of an exit for the left to this situation. It is not sufficient in spite of saying that the things are very badly, it is not sufficient in spite of saying that it is necessary to mobilize, to organize the social answer to the situation of crisis, it is necessary that the CPS becomes visible in the social action, in the defense of the hard-working class, because the reality is that it is advancing the conservative exit of the crisis, the reality is that we are ALREADY paying it who we have not provoked it while the big fortunes keep on supporting his benefits.
We are advancing, then, in a conservative exit of the crisis that happens for an adjustment of the salary, both of the direct one, and of the indirect one and of the deferred one, which happens for a consolidation of the neoliberalism with more labor instability, for the reduction of the public expenditure to return to the budgetary balance at the cost of less social rights and the practical disappearance of the public thing in the economy.
The exit of the crisis is appearing from the lack of solidarity of be saved the one who could, and the individualism, it is not a coincidence that there appear with clarity signs of xenophobia encouraged by a system that looks for the clash between workpeople who are blamed some to others for his misfortunes without looking for the real causes of his problems.
The disfavor of the politics worries us in general and of the parties in particular that one sees reflected in the last survey of CIS, because this disfavor removes to the citizenship of the social participation, it puts us to all in the same sack, turns the protests against the situation into complaints without active answer and looks for the alienation of those who protest so that they are located out of the system and there do not appear his transformation, the abstention of the dissatisfactions for not having any confidence in anybody, fruit of this disfavor would be the success of the bipartisanship.
In these moments the generation of employment is not in any of the real priorities of whom there direct the economy those who declare without mufflers that the employment rates of 2008 do not recover up to 5 ó 6 years after going out of the crisis, as if this one could separate of the employment creation. What really is located first of all like target of the economic policy is the managerial profitability and the helps to the banking, helps that the others do not reverberate for anything in the citizens and city dwellers.
Of this one, ingenious the wage adjustments and the labor instability are a question of imposing like the only form of recovery of the managerial profitability, simultaneously that there stays the same development model who has taken us to the crisis.
We have to denounce that in spite of the declarations of the government on change of model and even of social exit to the crisis, the reality is that today in Spain only one has not happened I do not even spend cash to change a development model based on the brick and the services.

In these moments value takes more that never our proposal to implant the day of 35 hours without wage reduction as an immediate way of braking the climb of the unemployment and of guaranteeing the work, simultaneously that we alert that the high index of juvenile unemployment cannot serve as excuse to recapture the intention of putting on the table the work places garbage for young people.
The employment destruction affects of special form the women, since it implies also a regression of the conquests obtained by the woman, not so much because the biggest number of farewells is women but because if in some cases he supposes the return to house, into others he supposes admitting very precarious works. But we cannot ignore that our claims go further away and bet for a wider law like result of the dialogue and the commitment of work with the women's organizations. There has not appeared any measurement of recovery of a productive economy in the frame of a sustainable development that allows the employment creation, measures nor have been taken to develop a tourist industry that is to the service of the general interests and of course nothing has been advanced in the recovery of the public thing like important part of the economy.
With this reality, it is clear that he keeps on betting for the recovery of the construction like instrument for the employment creation, for this motive it is understood that it is said that even in 5 or 6 years the employment will not recover, curiously the same years that are calculated to sell the current surplus of empty housings, that is to say than of change of model, nothing at all.

In this frame the perspectives of educational reforms, so much the university students like those of the high schools with the announced School Agreement, point also in a conservative sense as I support to the neoliberal development of the society in all his ambiences.
Opposite to this situation it is necessary to give an answer, that we are conscious there has to happen to European scale, an answer that starts for claiming the value of the work as base of the recovery of the economy, like generating element of wealth, opposite to the speculation as base of the enrichment of few ones, we have to make clear that our target is the creation of employment and the development of the State in which every human being has social rights plenary meetings.
Therefore we have to value the results of the politics of the Government according to the creation of employment and of the advance for the social and labor rights therefore we raise to propose to IU and to FOOT, to include in the plan of work of this semester of Spanish presidency of the EU, a declaration in defense of the Employment if at the end of these six months there have not been advanced measurements of real creation of employment.
For it there is necessary an ideological, cultural offensive that recovers the values of the solidarity and the collective thing as elements to fight the crisis and his exits from the right and that dignifies the political performance from the recovery of the civil ethics, of what we call republican democracy. We do a specific call to the forces of the culture so that they are involved in this battle of the ideas and to prevent there is imposed the only thought that sustains the development and the colonialism.
From the CPS we raise the need to obtain the maximum social and political unit concerning a Social Alternative, for it we raise the following basic elements to be developed:
- Full employment, for what the bet is fundamental for the public employment.
- Universalization of the social rights exigibles for law.
- Development of the public services.
- Banking publishes.
- Participation of the workers / experts in the planning of the economy and in the control of the companies.
- Fiscal reform that looks for money to finance the social exit of the crisis where really it is, in hands of the Banking and of the big capitals.
- He bets for the defense of a development model sustained in the environmental sostenibilidad that departs from the change of the energy policy.
- Legal reforms to brake the corruption, to finish with the tax havens and to regenerate the political and managerial life.
Concerning this Anticapitalist Social Alternative we must organize the mobilization, developing activities to explain it in centers of work, of study, in quarters and peoples, to prevent from the capitalist system the end of the crisis from being proclaimed without having decisive the situation of any more than four millions of stopped / grasped, for it the federal perm presents in one week a Plan of Performance that develops this mobilization.
We have to speak to those who are being affected straight with the loss of the employment, the inability to pay the mortgage or to see as his possibilities of future diminish, to obtain the maximum social convergence, bearing in mind the aftereffect of the crisis in the immigrants who meet without employment and without economic or social resources to bear the situation.
Also, from the CPS in the defense of this Alternative we raise the need to attack a series of measurements in a short period of structural character (principal role of the ICO and of a public banking), fiscal reform opposite to the approved increase of the VAT, and that increases the progressiveness of the direct taxes (Tax of Societies and the IRPF) and the decrease of indirect (VAT) simultaneously that starts again the Tax of Patrimony; also we must promote that the evictions are postponed for the families that are unemployed on the part of the Savings banks
To organize the mobilization is not to summon tens activities for ourselves, it is as we were saying, to take the proposal to the affected / grasped ones by the crisis, to obtain social tension and especially to obtain the ideological hegemony concerning the Anticapitalist Social Alternative, hegemony that impels concrete proposals of democratic regeneration, of defense of the civil ethics, in this sense we have to congratulate the work developed by the Party in Castile the Spot to impel the march against the corruption that it has shown up the need to regenerate the political life of this country.
To start it is necessary to consider that they brake the ERE, s instead of subsidizing the businessmen and that helps the persons who cannot pay the mortgage instead of giving million euros to the bankers, we cannot forget that our target is to advance towards the equality of all the persons so much in the social rights, as in the possibilities of cultural achievement.
In this mobilization they have to have a fundamental role the activation of the trade union ones and his implication in the actions politics that both the CPS and IU start, this way there has special importance the consolidation of the Commission of the World of the Work of the Party.
As we were saying that we are conscious of that our answer to the crisis must have an European frame. In this sense it is necessary to indicate the importance that has the newly released Spanish presidency of the EU, presidency that as they have agreed on the Spanish socialist party and the PP has for an object the application thoroughly of the Strategy of Lisbon, what there supposes trying to consolidate a neoliberal model based on the competitiveness at all costs, I shape that it is precisely in the cause of the crisis.
The agreement SPANISH SOCIALIST PARTY - PP on the development of the Spanish presidency does not try to modify an apex the guidelines both of the European Central Bank and of the Agreement of Stability, therefore we understand that from this politics there is possible struggle neither in favor of the recovery of the "stable" employment, nor much less defense of the European food sovereignty, when the Community Agricultural policy wants to be replaced with other one that favors even more dependency on the exterior.
Simultaneously, the development of the Treaty of Lisbon relegates the trade union rights, makes us dependent on the NATO and on his belicismo, precisely in a few moments in which the USA increases his pressure on Latin America reactivating IV Fleet and trying a bad agreement with the Afghan talibans to be able to return effective to the Latin-American stage. A Treaty that supports a discriminatory position towards the immigrants.
Opposite to this situation from the CPS we raise the need to look for the widest social and political convergence in this period to raise a review of the model of Europe, thinking about his citizenship and not about the Banks and about the benefits of the companies, a model that should promote the public services and a democratic planning of the economy.
In the international aspect of this semester from the CPS we have to try to intervene in a positive way in the Spanish presidency of the EU giving solution to the need for the Palestinian State, recovering the Waybill and applying the resolutions of the UNO, simultaneously that recovers the question of the Sahara, which happens for the celebration of the referendum of self-determination.
Also we defend the elimination of the called "Common Position" against Cuba, and the establishment of a few relations opposite to the current ones of "liberalization of the economy", to work jointly EU and Latin America in favor of a common defense of the liberating human and democratic values that are conquering and leading countries like Venezuela, Ecuador, Bolivia, Uruguay, Brazil, Paraguay, and finally neutralizing the belicismo of the politics of the United States in Latin America as one has seen with the North American bases in Colombia, and the coup d'état in Honduras. We denounce the cynicism that supposes showing solidarity with the situation of the people of Haiti and allowing the dictator's family Duvalier to support in France more than 100 million euros that they extracted illegally of Haiti.
At the end of the semester we will value the results of this presidency according to his social achievements, creation of employment and of advances for the politics of peace and European independence opposite to the imperialism,
In another things order, we take note that the Refoundation process is in march, including the resolution that on the internal IU conflicts approved the past Federal Advice that is the frame to advance towards the solution of the situations that ballast us for years, simultaneously that we call so that all our organizations are implied and demand the cumplimento of this resolution.
The CPS must begin debating the ideas that are forming a collective opinion of the militants, we have to put ourselves in the avant-garde of the process of Refoundation of IU like maximum expression of our politics of convergence.
XVIII Congress defined the frame that the CPS raises for the Refoundation of IU and to develop these agreements we raise to do a process that with the maximum participation of the Party ends in a Federal Committee concerning May, for it in this February the first meeting will be celebrated with the perm extended to raise firstly documents that it already allows us to inform from in the debate of a coordinated form.
It is good to remember that the Refoundation of IU is already a process in march and his target is to do of IU a real Organized Social movement that works from the centrality of the Program and his movement so much to the institutions and as to the society.
A Social, organized Political movement that is a modality of the anticapitalist, republican, federal left that does not resign itself to being taken up office by the system.
A Social, organized Political movement that allows another way of doing politics in which the important thing the participation and the collective making is.
A Social, organized Political movement in which they could coexist and work together, Socialists, communists, nationalists of lefts, persons without partial ascription concerning a program and a political practice.
A Social Political movement organized concerning a few clear rules of functioning that approved democratically force those who voluntarily have committed themselves to it, therefore, in the refoundation it has the whole world fitted without much ado extreme, that being ready to accept the politics approved in the assemblies, the strategies and the agreements adopted as the organs.
A Social, organized Political movement that allows a more open militancy in the social thing that the one that represents a Political party.
Now it is a question of specifying these ideas in the double entendre of advancing in the social Call, because only in the frame of a wide social and political convergence he has sense to Re-found IU and also in the sense of advancing in the new way of organizing us, from the proposals of the CPS we must look for the synthesis with other groups and persons who take part in this process, so that between all and we all could construct this unitary modality of the anticapitalist, republican and federal left that must be the Refounded IU.
